Chancellor Martinez
Full Bio

As Chancellor of one of the largest community college districts in the state of California, Chancellor Martinez oversees a district that covers one-quarter of the land area of Orange County, registers an annual enrollment of more than 50,000 students, and is one of the largest employers in that region with more than 2,000 employees. His career spans over 30 years in the California community college system, where he was a Past-President of the Chief Executive Officers of the California Community Colleges (CEOCCC) Board. He has been dedicated to ensuring success for adult learners and community college students at institutions such as Cerritos College, Santa Monica College, Los Angeles Harbor College, and East Los Angeles College. As Chancellor, Martinez maintains oversight of the district’s two colleges, Centennial and Orange Continuing Education Centers, the Digital Media Center, the Orange County Regional Fire Training Center, the Orange County Sheriff’s Regional Training Academy, and the district operations center. At Rancho Santiago CCD, current enrollment is trending upwards in the double digits amid today’s issues and challenges our adult students and faculty face.



Dr. Larriann Torrez
Full Bio

Dr. Larriann Torrez is currently the director of Porterville Adult School at Porterville Unified School District, which is a member of the Kern Adult Education Consortium and partner of the Sequoia Adult Education Consortium. She was previously employed with Tulare Joint Union High School District as the Director of Tulare Adult School since 2016, and served as Assistant Director of Tulare Adult School from 2011-2016 and as principal of Sierra Vista Charter High School from 2013-2016. Dr. Torrez graduated from Brandman University in May 2018 where she received her Doctor of Education in Educational Leadership. Dr. Torrez was Vice President of the Tulare County Hispanic Leadership Network, a representative on the Sequoias Adult Education Leadership Committee, Chair of the Tulare County Workforce Development Board’s Referral Committee, and has served on the California Council for Adult Education State (CCAE) Executive Board from 2007-2017 as Member-at-Large, President-Elect, President, and Past-President. Also, Dr. Torrez was Past Vice President of Membership for Coalition on Adult Basic Education (COABE).
Dr. Torrez began her career in adult education in 1994 at Porterville Adult School where she taught evening GED® and high school diploma classes. Mrs. Torrez’ career includes multiple recognitions, including ACSA Region XI Adult Education Administrator of the Year and Tulare County Hispanic Leadership Network Administrator of the Year in 2014, Tulare County Office of Education, Excellence in Education Finalist in 2014, Caroline S. Casida Meritorious Leadership Award from the California Council for Adult Education in 2009, Proteus Teacher of the Year in 2005, and the Charles O. Peterson Meritorious Service Award from the California Council for Adult Education in 2005.
